West Texas Jail Warden, Brother Arrested On Charges Of Shooting 2 Migrants, Killing 1

Why is this a manslaughter charge instead of murder? He has a history of violence against migrants.


The warden of a federal prison in West Texas and his brother were arrested Tuesday in connection with the shooting of two migrants, one of whom died, according to multiple reports.
Texas Rangers arrested Mike Thomas Sheppard, the warden of the private West Texas Detention Center in Sierra Blanca, and Mark Sheppard on Thursday. The pair, both 60, are accused of shooting at a group of four migrants from a truck on Tuesday evening.

The group was walking along a roadway south of Sierra Blanca before stopping at a water tank. A pickup approached the group, two men emerged and then opened fire as the migrants tried to hide behind the tank, according to court documents obtained by The New York Times.

As The Intercept reported in 2018, Sheppard, in his capacity as warden of ICE’s Sierra Blanca facility, was accused of participating in and overseeing the sadistic abuse of group of African migrants and asylum-seekers. In interviews with legal advocates, 30 men from Somalia described a “week of hell” in which they were pepper-sprayed, beaten, threatened, taunted with racial slurs, and subjected to sexual abuse by officials answering to Sheppard and in some cases by Sheppard himself.

The men described Sheppard routinely using racist language in addressing them, including: “Shut your Black ass up. You don’t deserve nothing. You belong at the back of that cage”; “Boy, I’m going to show you. You’re my bitch”; and “Now you belong to me, boy.” One of the men said a guard repeatedly fondled his penis. Others said they were pepper-sprayed so severely they began coughing up blood. Some claimed they were tossed into solitary confinement for speaking too loudly to the West Texas warden.

Time for investigations into the entire law system of Sierra Blanca. DA, jails, prison, All and everyone associated with that system.

No way should these guys have been on the streets, let alone, hold any position of power. Disgraceful!
