Meaning of Welching

to avoid doing something you have promised to do, especially not to pay a debt:

He's never welched on a debt - he always pays up.

"Welch" is an older variation of how to spell Welsh. The meaning is the same.

I call it out when I see it, but no one else seems to care. People who are rightfully horrified at slurs against various other groups somehow think it's perfectly fine if the target group doesn't have a big enough lobby or something.

the remark can be "taken down" from the House record... usually with an apology.

Some say it is a slur against the Welsh. Others hypothesize that those owing money incurred during, say, horse betting in London, would head to Wales, which made it tough for them to be found. But having to explain that your language was not meant as an ethnic slur is not a good look.
