In chess, a stalemate is achieved when a player's king is not in check, but can't move without putting the king in check. Putting your own king in check is not a legal move, and so even when a player's position is hopeless, the player can still salvage a draw through a stalemate.

Santos can't move without putting himself in danger, so he'll stay put in his congressional seat.
