A president pro tempore or speaker pro tempore is a constitutionally recognized officer of a legislative body who presides over the chamber in the absence of the normal presiding officer. The phrase pro tempore is Latin "for the time being".

Speaker Pro Tem is a temporary stand-in when the Speaker is unavailable. Like he might be out of town on business while the Senate is in session. Or maybe he's tied up with meetings etc.

MTG doesn't really have a lot of power as Speaker Pro Tem, because if there were something important happening like a major vote, then Kevin would clear his calendar and attend the session himself.
