A prosecutor does not reopen an investigation for the hell of it. A prosecutor does not indict unless they believe they have a solid case.

He is incarcerated at Rikers. That's gotta be hard for someone like him. I just am fuzzy on what he could add to a payment to keep quiet but apparently it could be a campaign finance violation and Cohen would testify to that.
