Trump's lawyer du jour, Mr. Taco Peanuts, stated last night on Ari Melber's "The Beat" that,

in order for a statement to be a lie, it must be "under oath in a proceeding".

A knowingly false statement anywhere else is a lie. When he said in order for a false statement to be a lie it must be under oath in a proceeding, he lied because he knows that was a false statement. (It's sort of like saying a blowjob isn't sexual relations, and we know what happened there...)
