Conservatives in general have a darker view of human nature than liberals. This is proven many times over, one of the traits that influence conservative reactions.
Conservative gut understanding is that people will naturally tend to do wrong if allowed, and that healthy environments naturally reward those who are deserving with nice consequences and discourage wrong behavior by letting the undeserving suffer their consequences.
In any case, the currently much overinflated "truism" is that over time government assistance doesn't just enable and reinforce personal fecklessness but ultimately degrades the character. and survivability of whole societies.
SO, interpretation: In spite of being raised in what hard-core cons will see as an obviously degrading gutter environment, she rose out of it through her own merit. Obviously!
