Are they capping "spending" levels so even if Biden raises taxes the Democrats will not be allowed to spend more in the years to come? And to force them into entitlement cuts in the years to come as things get more expensive as more people reach medicare and social security age?

Fuck them. Close it down. Bill Clinton owned the Republican asses when Newt shut down the government. Biden will too.
