If they are "tut-tutting" anything less than a "no-holds-barred" carpet-bombing approach to war then, perhaps they are uninformed about the steps taken prior to and since WWI and WWII to develop "rules" for war, including the Geneva Conventions to provide some protections for civilians and war prisoners (and press). I could only assume, if so, that they slept through history class in high school.
