7. The election board was always required by law to certify election. While the judge hasn't issued

a formal ruling it appears he will not accept a suit backed by Democrats to stop the new rules because in the end the counties have no choice but to say this is the best vote total we can determine. They can investigate, gripe and moan for a few days, then they have to certify.
