1. A number of things hit me right off the bat...

To have dept. of HLS in some states but not others, as you mention by name, or we could simply say the South I guess, could be considered pretty damned racist. There are huge black communities in those areas. To not have some DHS there but having it elsewhere would be bad. Additionally we have military bases along the coast, both state and federal, so they could be targets. I can think of a few states that truly are perhaps in safe enough environment to not need DHS (given the assumption that any DHS is needed, which I don't agree with) but to deny them even would seem to say, "you're not important enough."

I know when some special homeowner relief came out, it was only for certain states. I understand it logically, but it still hurt that NYers, et al were more valued than those in financially less significant states. Either we all should have DHS, mortgage relief, health care, etc. or none of us, imo. This state by state for some things just isn't right.

So with that in mind, I think Mississippi and Alabama should have DHS if NY does.

I haven't watched the video so I'm only responding to your written concerns.

If you're suggesting ending DHS entirely nationwide and using the money more wisely I agree, but to disallow one state or region is to devalue those citizens which I would be rue to do.
