The executive branch has no control over Congress's day to day operations. However, the executive can do things such as laying off all civilian contractor's at Military bases and have the Military itself perform those functions. This will tend to affect Red States more than Blue States. He can pause payments for pr0ocurement of military hardware. He can lay off workers at the Social Security offices nationwide causing a slowdown in SS payments and processing new claims. He can close down all national parks and museums, etc.. The Constitution requires the President to honor our debts to foreign states first. He can also lay off the air traffic controllers. I wonder how long it will take an angry public to cause the Republicans to back off, because they will get the blame. They don't seem to remember what happened to Newt the last time the Republicans tried this crap.
