Some climatologists are complaining that changes are happening faster than it takes to get an article written, submitted, peer-reviewed and published, so that by the time a report is in print it's already obsolete.

If we did we could cause high pressure systems to be put in place at certain locations and alter the wind flows.

We went to the moon, why can't we alter winds?
