I know, he should sign an executive order raising taxes on the millionaires and billionaires.

If you really got "timid and apologetic" out of that speech, you're beyond help.

You put the title of your OP in quotation marks, but I cannot find that quote anywhere in the State Of The Union transcript.

I did find these quotes:

"Tax reform should follow the Buffett rule: If you make more than a million dollars a year, you should not pay less than 30 percent in taxes."

"...if you're earning a million dollars a year, you shouldn't get special tax subsidies or deductions."

"Now, you can call this class warfare all you want. But asking a billionaire to pay at least as much as his secretary in taxes? Most Americans would call that common sense."

I would add, that not only should they pay as much as their secretaries but they should pay progressively more.
