If she says "let's have sex," THEN she was asking for it.
One problem is that there is an unstated cultural assumption that ones outer appearance reflects inner intentions. While there are rapists who simply do not care what the woman (or man sometimes) wants, others honestly (or self-delusionally) expect the woman will melt in his arms and are surprised when that doesn't happen. In some parts of the world, people still openly assume ones dress makes his her gendered status. In Jordan when I lived for six weeks, men plainly assumed that an immodestly dressed non-Arab woman (by Jordanian standards) meant she was a prostitute.
