since I'm guessing the state constitution gives the governor the power to call elections and not the legislature

that's how it is in most places; can't imagine New Jersey would be any different

Something along the lines of they have the sole authority to authorize expenditures and they've only authorized to pay for one election, not two. Argue that by refusing to schedule for the same day, he's usurped their authority.

I believe I read that Christie had several legal solutions he could have chosen. Naturally, he chose the one best for him.
