NSA order was signed by a Reagan-appointed judge

The order was signed by Roger Vinson, who was appointed to the bench in 1985.

Since the executive and judicial branches are different branches of government (as fifth grade social studies students know), it seems pretty hard to find room to blame Obama - unless he, as a 24-year-old, somehow prompted Reagan to appoint Vinson (which for some reason I doubt).

Or did the executive branch do that?

(Also, while Greenwald and the Washington Post say it was the NSA, the court order itself refers to the FBI. Not sure why the difference, or which is correct.)
