...and even significant reductions of bad human behaviors often take a long time, especially when those bad behaviors receive a lot of cultural support from the culture in which they are embedded.

It may never stop. However, in time (probably too much time), it's likely to get better. I'm not sure what more you want as an answer to your OP.
