that an entity, built as a response to an issue, developes a symbiotic relationship with that issue, depending on it for it's own survival, creating a huge conflict of interest toward the ultimate purpose of which it supposedly serves

it's a universal principal

When people have monopolized the local power structure to better their lives at your expense, therein lies the roots of inequality. If politicians think that's the kind of society that is worth maintaining by accepting campaign money, then shame on them.

But here is a little secret that minorities know too well. I saw it in a movie once referred to as "the black tax." Being a member of a minority group is just one more obstacle against you in these societies. And working and middle class whites do well for themselves through rituals I refer to as loyalty bonds. It's like a white suburban gang mentality. Amongst themselves they keep alive the myth of the aggressive (insert ethnic group). So, of course, they create bonds of loyalty amongst their group to protect themselves from the backlash that they fear might come from the consequences of their illegal activities. "Don't worry, boss, we'll watch your back."

You watch them doing the stupidest things, tripping over each other to protect themselves from these imagined attacks.

My mother use to have a word for these jumpy over-reactions: "La Consciencia."

there are many whites is this country, who feel no loyalty from anyone but their own immidiate family - and sometimes, not even that

They are alive and well. I have even seen one of these bosses blame his lawn person for cutting a tree without a permit, right in front of the guy. The guy looked at "the boss" with a pained look on his face that told me all I needed to know. He was probably ordered to cut the tree down.

In the end, it all comes down to kissing the boss's ass if you want to protect your paycheck or if you want to be sure your kid is treated right in school. In the end, what you don't want is to be dehumanized like they would dehumanize someone from an ethnic group who refuses to be relegated to the back of the bus.
