If people trying to hide from the government for nefarious reasons are made aware of ways the government can track them, those ways become ineffective.
For example, the 'bad guys' now know that their phone data is being tracked. So they can change how they operate to avoid that.
If your goal is to catch the 'bad guys', that's bad.
