What's The Deal With Shia LaBeouf's 2008 Claims About Phone Surveillance?

The media has been circulating his 2008 claims that he made on The Tonight Show, according to what an FBI consultant told him, that one in five phone calls are recorded. He even said that the consultant played back a recording of a phone call from 2 years prior.

Is it complete BS? First of all, why would an FBI consultant release such information to, of all people, Shia LaBeouf? And secondly, why would Shia LaBeouf relay that information to an audience of millions on national TV? Yet, on the flipside, why would he fabricate such a story?

Of course he probably wouldn't want everyone to know he had such loose lips if he did say anything.
