Can you be a "transit passenger" without already having a ticket to your destination?

“He arrived as a transit passenger – he didn’t need a visa, or other documents,” Putin said.

Farther down:

“Assange and Snowden consider themselves human rights activists and say they’re fighting for the spread of information,” Putin said. “Ask yourself this: should you hand these people over so they’ll be put in prison?”

“In any case, I’d rather not deal with such questions, because anyway it’s like shearing a pig – lots of screams but little wool,” he added, cryptically.

Just like the US - without a visa, they can admit him or not. It's entirely discretionary: 212(d)(3) leveymg Jun 2013 #8

and just wants to wash his hands of you

“In any case, I’d rather not deal with such questions, because anyway it’s like shearing a pig – lots of screams but little wool,” he added, cryptically.

what he means by this, is that he chooses his battles, and does not let his battles choose him when he has a choice. it's the mark of a skilled leader

he's saying to the USA 'F you, leave me out of your little drama, this is between you and him, I have no obligation to take a stand, to choose between cooperation and opposition, I pass'

and if he said what he was really thinking he would have said WHO THE HELL DO YOU THINK I AM?!?!? I'M KGB FOR PETE'S SAKE?!?!? YOU REALLY THINK I'M GONNA FETCH THE STICK FOR THE CIA!?!?

Passport control is just a formality. However, at this point, everyone knows the Russians could do what they want with him, but they are purposely are snubbing the United States. Putin has no reason to fulfill the US's demands since the US has been hostile to Russia's foreign policy interests by actively trying to topple Russia's ally Assad and arm Islamic terrorists in Syria.

What goes around, comes around. If the US had strived to be fairer brokers in this world, like Obama had once promised, we wouldn't be having these problems with foreign relations.
