The two descenders visible are consecutive letters, so probably p or g.

I think the second word in the bonus redaction is probably "applies"

It has "THIS COURT AND THE NSA ARE GUILTY!!!" written all over it.

And they wonder why we say we have secret courts with secret interpretations of law. Well, something is dead wrong with that opinion the OP page came from, you can bet the ranch on it.
