2nd largest population of English speakers by country?

So the US has the largest population of English speakers. Care to guess which is #2?

9. Frankly, India surprised me.

It was obviously going to be one of the two - 10% of the population of either is probably more than the population of any first-language-English state, although I'd have to check that to be certain.

But there are about equal numbers of people in each, and I'm kind of surprised that a higher proportion of Indians than Chinese speak English. Possibly my mental image of China is based too much on the cities and not enough on the rural areas.

6. Also interesting, change the chart to be in order of percentages

of people in a given country who speak English. In some countries with other languages for a main language, still more than half the people speak English.
