strong elements in which underlings have to submit enthusiastically to their boss no matter how he acts. Knowing he is unprincipled leads them to curry favor with him. It's a closed circle. To stand back and be able to use critical reasoning or more noble thoughts of publis service requires one to feel free.

The reason they get away with it that their followers are overpaid for their level of competence. Their survival depends on their loyalty, just like with any warlord or king. Americans have been taught a fantasy life by media that normalizes the kind of soceities that are feudalistic.

The voters that stick with him are mainly those who get advantage being part of the groups favored by the Christie regime with aboslute power, which he has bragged about having as the top executive in NJ's form of government. He is exploiting that to the full bought his friends.

Amd I am not awake enough to make a better answer.
