Congress didn't go for it.

He tried it again in 2013



Again, Congress hasn't gone for it.

Only Congress can raise funds, that means legislate taxes. The President can seek to set tax policy, but it must be done by Congress, and Congress doesn't like biting the hand that bribes it.
