I probably disagree with what he is saying, but can't be sure without knowing what he means by "liberalization of drug use."
Would decriminalization of all drugs even mean "liberalization" of use? Would marijuana even fall into the definition of drugs? It isn't a drug of addiction, after all.

And, I don't agree with the part in the OP, but do with the latter. All of those things mentioned in the latter are true and should be goals of a drug policy. However, I think the decriminalization/legalization is as important a component as well.
