So when is a state of emergency is declared?

Right now in Western PA we are getting that snow storm with a possible .25 inches of ice.

Now on the Pittsburgh stations (TV) the big story was how there is a HUGE shortage of salt. basically it is stuck on river barges that are frozen on rivers.

Home depot is out of Salt and any salt available is going to the state to clear interstates.

When can a governor (not that our idiot Corbett will) declare a state of emergency and prevent people from traveling the roads.

2. NJ is already under a state of emergency and many schools are closed tomorrow.

Christie learned fast, one thing you don't mess around with is the weather after his Florida vacation during a blizzard.
If you don['t have salt, you can use Kitty litter, I always have a huge bag in the basement but I also have my pet friendly salt, I only salt the places where the postman walks except where he cuts across my lawn.

them and telling them not to drive to their residence if it is Half as bad as is being forecast. My wife and her co-workers have all asked what is the policy for impassible roads or very bad weather.

There has been about 4 winter storms that have made the roads VERY questionable and yet there is no paper referring them to a certain policy they are told 3 different things by 3 different people.

My wife has basically she has come to the conclusion that either the client themselves will have to them(the workers) off stating they don't need service for the day OR something must be declare like a State of Emergency where roads are impassable and police would be issuing tickets for people on the road. ( That happened in 1993 during the big blizzard this area got.)

I was just trying to get an understanding of what determines a state of emergency in which cars cannot be on the road.

No, they don't melt the ice. They just make it less slick, the difference between walking slowly and staying upright or landing on your can.

Fireplace ashes will melt it, but it's not a good idea unless you spread them when you leave for the day. They'll absorb sunlight and melt the ice, but you'll track them through the house if you don't doff your shoes as soon as you enter. However, it can be a good option, especially for south facing doors.

We got a little snow last night in NM, the forecasters having missed it completely. Our emergency has been no precipitation for many weeks, along with the rest of the southwest. Our forests are in sad shape and a lot of them will catch on fire come spring.

Personally, I'd prefer snow and ice to fire.
