Google Adsense experts?

I'm trying to start a blog on blogger.com and would like to ad Google Adsense, but it says "Your blog doesn't currently qualify for AdSense." I've tried to find out *why* it doesn't qualify - because it's too new? But I really can't figure anything out from the information pages. Does anyone have any experience with this issue? thanks
