http://thinkprogress.org/economy/2014/03/13/3399441/ryan-research-lazy-inner-cities/#In defending his inner city remarks on Wednesday night, Ryan changed his focus to rural poverty, saying, This isnt a race based comment its a breakdown of families, its rural poverty in rural areas, and talking about where poverty exists there are no jobs and we have a breakdown of the family. Government data has corroborated that rural areas, not inner cities, are increasingly key to the problem of poverty.

We all know what "breakdown of the family" means when coupled with poverty. It's been a racist dog whistle for decades.
