2. Doubt it will be in next year, especially if you're talking about vote resulting in an increase.

GOP will not back an increase that will help people.

3. Won't happen

until inflation rises above 4% per year, at least. With the economy being so weak, I don't foresee that happening for quite some time. The best thing to do is focus efforts at the state level, the bluest states seem to have the highest living costs.
