Putin only acted because neo-Nazis/oil companies/neocons/the West forced him

Moscow signals concern for Russians in Estonia

(Reuters) - Russia signaled concern on Wednesday at Estonia's treatment of its large ethnic Russian minority, comparing language policy in the Baltic state with what it said was a call in Ukraine to prevent the use of Russian.

Russia has defended its annexation of Ukraine's Crimea peninsula by arguing it has the right to protect Russian-speakers outside its borders, so the reference to linguistic tensions in another former Soviet republic comes at a highly sensitive moment.

to start a protest, or if this means something more. He may be trying to play the nice guy role. Convince Russians that he is willing to take on NATO to protect ethnic Russians in other countries, only to pull back and say "No, I'm not going to do that. That's not the kind of guy I am. I only went into Crimea because I had to."

He may just be screwing with NATO countries. We'll likely have to prepare for something, and that preparation will distract us from other foreign policy issues and Crimea. I also think Crimea and this announcement has a little to do with the fact that he's lost control of Assad in Syria. Syria clearly isn't meeting it's chemical weapon surrender dates and that would have fallen on Putin to correct.

the sentiment on Russian communities may soon become, "Russians go home." Nobody is going to want Russians living anywhere near them if Putin is going to use them as an excuse for saber-rattling and outright invasion. That in turn will only put more pressure on Putin to make good on his word.

for it is directly from the Putin's playbook of lies?

Putin was looking for an excuse; the loss of his ally Yanukovich was good enough from him, even if some Neo-Nazis weren't involved in the new government.

I feel sorry for every day Ukrainians who have to live with fascists and autocrats like Putin.

And the body of OP is the evidence to that effect.

I apologize for any confusion.
