the bullets people load into them and fire do. Regulate the ammo like Andy Griffith did for Barney Fife's ammo.
If you have more than one bullet in your pocket, that's misnomer. If you have one or more bullets in your weapon of choice, in a populated area, or 5 or more bullets in your pocked(s), that's a felony.
The fact the gun carrier being wherever, makes it a populated area.
