Those who do so click will find out the the outages are part of scheduled maintenance and to be expected; and that the targets for first-year enrollment are being met.
And the huge number of people who do not read the article will have yet another anti-ObamaCare message added to the already huge pile of propaganda they already carry about in their brains.
