Do they still do that tax break or give you money for buying a house?

Friends of ours are doing taxes at the last minute and they bought a house in 2013 and I am curious about it because it looks like my wife and I will be able to start looking for a house soon and I know a while back they offered some sort of tax refund for first time house buyers and I wondered if they still have that or if they got rid of that idea.

the program has expired.

The only tax benefit I can think of (beyond interest deduction, etc.) is that you can withdraw 10,000 from an IRA penalty free to help with the down payment.
