Would this have gone differently if this man were a person of color?

for CC or OC UI Concealed Carry or Open Carry under the influence of alcohol or drugs. If you can't drive while intoxicated why should you be able to carry a firearm?

Drinking while carrying. The idea of those laws, at least originally, was to allow people to eat at Applebee's without having to leave their gun in the car where it is more likely to be stolen.
