Hokey Pokey, folks. Happens in Idaho politics often, there's basically one party rule so in order to avoid a primary that demands a runn-off, Clem bargains on paid deflection for the win. Since he suddenly got a challenger, this is how he plays it. Whomever wins the primary ends up with the win in the general election.
