It's almost impossible to think they don't have an agenda. Was something linked to the bill they didn't like? But if it puts off the probably-inevitable for a while, that's a good thing.

that proximity of major population centers could bring negative publicity. Solution, build the KXL through the lower populated west. reduces the potential of critiques. After all. Warren Buffet has no problem with it.
