What's this stuff about Obama and flyers encouraging illegal immigration?

I keep seeing references to it on other sites, and I can't find any info on it that doesn't come from a right-wing site.

Some gangs/mules/coyotes/whatever down in central America came up with a bit of a sales job by contorting some public statements of the administration. The sales pitch was basically that if one could get their kid into the US, we wouldn't send them back. So there is a small cottage industry of selling transport of children to the US on the belief that they'll get to stay. It is a contortion of some statements made about a Bush era law and as Obama has repeatedly said, through many people within the administration as well, it doesn't apply to the current crop and those arriving now will very likely be transported back.

It's not exactly "mission accomplished" but they're trying to spin it that way.
