Refugees vs. Immergrants?

Does our government make any distinction between how refugees are treated vs immigrants? I keep hearing from the right that we should deport the illegal immigrant children, but aren't they really refugees? When people flood into Lebanon to escape the Syrian civil war they are not called "immigrants"! Aren't these children also fleeing what is basically a war in their home countries? And if so shouldn't they be treated different than a traditional "illegal immigrant"?

I use the term Refugee for that is what they are and deserve protection
