How to have a "new" plan in coservative world

The Republican party's intellectual guru, Wisconsin congressman Paul Ryan, has proposed a radical experiment to scrap federal welfare benefits – such as food stamps, housing assistance and childcare – and divert the funds directly to states, which would be required to come up with new models for reducing poverty.

Yes, the new plan is to get rid of the old plan and replace it with the concept of coming up with 50 individual plans to be worked out later by someone else. This constitutes a noble intellectual effort in GOP world. If a Democrat came up with the idea to stop federal spending on the military and instead give that money to each states which would be required to come up with new models to defend the country one state at a time, the media would just giggle at them. Instead we must pretend this is a bold new idea! I salute Paul Ryan for wasting more of our time on nothing than any other man in the federal government.
