Igor Strelkov, the retired Russian military officer turned separatist leader who is widely believed to be responsible for the missile attack that shot down Malaysia Airlines flight MH17, delivered a bizarre, impromptu press conference Monday in which he denied firing on the commercial jet but bragged of murdering Africans living in the occupied region of Ukraine.

Strelkov, aka Igor Girkin, is the shadowy leader of the Donbass People’s Militia paramilitary group (multiple outlets have reported that he’s also involved with the Donetsk People’s Republic). He previously told reporters he was a military intelligence general and served in the FSB, the Russian security service that has a foundation in the KGB, until March 2013. He’s also believed to have been one of the key figures in the 1992 Serbian ethnic cleansing of Muslims in eastern Bosnia, a massacre that claimed the lives of at least 3,000 women, children and elderly people.

The reports that they've been rounding up the African foreign students and residents in Luhansk and Donetsk province have been around for a while. This one guy they arrested because he was Nigerian and white. (It happens, the results of colonialism ... Colonialists might go home, but their genes can stay behind.) They've also been killing people of the "wrong" religious persuasion, but since their primary goal is to kill "fascists" some people just don't care.

If true, here's a more heinous problem. Okay, no stench of racism. But likely to involve a lot more death if the threat's carried out.

The story goes like this.

Start with a large chemical company called "Styrol" in Horlivka, which is one of the two big towns left in the Donets'k People's Republic not under Ukr control. For now.

Add in the Togliatti-Odessa ammonia pipeline, which carries ammonia gas (with a bit of water) at 35 atmospheres and 4 degrees C. It's been there accident free (officially, anyway) since 1979, a Soviet-American project. No, there's no English wiki page. Just Russ and Ukr. 2.5 million metric tonnes of NH3 per year. 1200 km or so in Ukr, the rest in Russia. There's a map at the link if you scroll down a little. It's roughly a Y, with the bottom at Odessa and the two top branches ending at Togliatti (in the RF) and the other in Gorlovka. (= Horlivka).

Now add in a few people so convinced that they're fighting Ultimate Evil in the service of Ultimate
Purity (or Putin, whichever), or just feel a need to "kill fascists" or get out with their skin and loot, and you get a large chemical company hooked up to a large ammonia pipeline with cases of explosives. The ultimatum was reported yesterday--"back off or Styrol gets it," more or less; observers reported cases of explosives going into the plant today and that it was rigged to blow. You don't want chemical plants blowing up, that's a bad thing in general. But one that's hooked up to the Togliatti-Odessa ammonia pipeline would be an especially bad one.

No way of obtaining hard "evidence" that the threat is real. It might be phony. But it's real enough for Heletei to ask Strelok and others to let Ukr sappers in for bomb removal. And to point out to Russia that the ecological effects might impact Russian territory. (Or, perhaps, Putin's putas have sorted out that all the damage to Ukr's population and infrastructure will be self-contained. They've destroyed lots of other enterprises and infrastructure that has no military use. Why not this one?)
