If you decide to calculate minimum necessary caloric intake for 6 million people living in an open air prison and impose an embargo limiting the quantity and nature of foods available to your captive population, in order to "put them on a diet," you may generate ill will amongst those whom you are starving.

If you decide to chuck thousands of bombs and missiles onto schools, hospitals, civilian homes, and houses of worship located in the open air prison you're running, killing hundreds of innocent children and hundreds of other innocent civilians who have nowhere to run, you may generate ill will amongst the surviving population.
