because as everyone knows, its the little people who are so badly behaved and must be made to pay dearly whenever it is possible to put them in prison.

On the other hand, suspicion against the wealthy and powerful are "conspiracy theories" even if they attempt to marshal so-called "facts".

I suspect there will be a 'within reason' type of common sense approach to it. So say... There is a plane shot down over a war zone. it is probably just fine to speculate a bit on which side may be responsible and why but... It would probably not work as well if someone tried to pass off a 'Castro did it in bold power bid to take over Moscow'... Or... You know... Aliens.
