In 1968.

To distinguish himself from Nixon. Who was running on a "law and order" mantra. ( Borrowed from 3rd party candidate George Wallace.)


In a campaign in which Dick Gregory was "the" fourth party candidate. ( Peace and Freedom Party? Something like that.)

Maybe Hubert borrowed it from Dick. ( Gregory, that is.)

"Law and Order"... or the perceived lack of it.... was everywhere that year.
