(8,830 posts)on NPR's "All Things Considered" yesterday. One of the comments made about why the Chinese systematically do this is because they want to catch up with the West in technology, but lack the business climate needed to innovate.
I don't know if that is true, but it is one answer to your question.

(37,154 posts)The real question is what are the consequences of these hacking programs from China, particularly the response. Because there should be one.
The real question is what, if anything, is done about it. As far as I can tell, it all rates a big 'meh' from the government.
(I was, however, attempting to provide an answer to the question of 'why' . . .)
