15. It's on a Saturday.

Need to be on a day when Congress is in session so they can lay down in their way and barricade them in the Capital and screw up their day.

16. Probably a good number of legislators will be participating and speaking

Members of the Black Caucus and Progressive Caucus are sure to be involved. I remember some of them being arrested during the last big immigrant rights protest in D.C.
