Bloomberg: Ferguson to Increase Police Ticketing to Close City’s Budget Gap

Ferguson, Missouri, which is recovering from riots following the August shooting death of an unarmed black teenager by a white policeman, plans to close a budget gap by boosting revenue from public-safety fines and tapping reserves.

The strategy by the St. Louis suburb, which suffered a second round of violent protests last month after a grand jury refused to indict the police officer, may risk worsening community relations with increased citations and weakening its credit standing by reducing a rainy-day fund.

To close a projected deficit for fiscal 2014, which ended June 30, the municipality will deplete a $10 million capital-projects reserve, Jeffrey Blume, Ferguson’s finance director, said in a telephone interview. For the current year, the city is budgeting for higher receipts from police-issued tickets.

Revenue from violations, which already represents the city’s second-largest source of cash after sales taxes, will rise to 15.7 percent of receipts in fiscal 2015, from a projected 11.8 percent this year, he said. In 2013, fines brought in $2.2 million, or 11.8 percent of the city’s $18.62 million in annual revenue, according to budget documents.

I am just waiting to see what sets it off.

This pasty white 61 year old female sides with Ferguson and all the other families that have had members of their family murdered by the police.

I am disgusted.

It is a powder keg and this is not going away.
The entire police force needs to be replaced but of course that's not going to happen.
This will continue to fester with the racist undertones there.
I'm sure something will set it off again. This isn't over.

3. hardly a surprise

Going to their Farmer's Market years ago on a Saturday. I noted it was something of a speed trap. I only have a couple of spots I go to in Ferguson on occasion and those are just inside the city limits on West Florissant. Beyond that I avoid the area as I know it's a speed trap.

Ferguson has a white city government and a white police department and they're living off of the fines and taxes they levy on the black citizenry. That town needs an enema.

How is it possible for citizens to "pursue happiness" when all surveillance eyes are watching for the slightest mistep, just to harass?

A report issued just last week by the nonprofit lawyer’s group ArchCity Defenders notes that in the court’s 36 three-hour sessions in 2013, it handled 12,108 cases and 24,532 warrants. That is an average of 1.5 cases and three warrants per Ferguson household. Fines and court fees for the year in this city of just 21,000 people totaled $2,635,400.

The sum made the municipal court the city’s second-biggest source of revenue. It also almost certainly was a major factor in the antagonism between the police and the citizenry preceding the tragedy that resulted when Wilson had another encounter with a subject six months after he got his commendation.

20. You have a point there.

I don't see how anarchy could be worse than the system they have in Ferguson. I'm not an anarchist, but I believe that anarchy is preferable to a lot of the repressive governments in the world. I like having a government, but I want one that's run efficiently and honestly. Of course, in order to have a government like that you have to have a lot of citizen involvement and the citizens have to be vigilant so they can spot corruption when it arises and rout it out. When you have a bunch of lazy or disenfranchised people being governed by corrupt bloodsuckers, anarchy is better.

21. If someone is going to stick a gun in your face and demand your money or your life

it would be better to meet them on equal terms, person-to-person, rather than have them hold the superior position of possessing a badge.

And there are many misconceptions about anarchy. Where I live there isn't anarchy per se but we are so rural we have no public services. Yet, we have a community center with a library, a volunteer fire department, various church groups. We help each other. We have no crime (except the local bootlegger). Even when people do have disagreements they mind their manners because to be caught in a lie or anything distasteful would make them an outcast.

No militarized cops necessary.
