It can be done: Arrests without killing the suspects.

Gunshots were fired at two Tucson police officers conducting traffic
enforcement Sunday morning near downtown, police say.

Neither officer was struck and two men have been arrested in connection
with the case, Tucson police said in a news release Monday.

The officers were in a marked vehicle in the area of East Broadway
and North Park Avenue when shots were fired from a passing car, the release said.

The officers tried to stop the vehicle, which fled into the downtown area.
Two men, Fabian Nunley, 23, and Earl Young Jr., 33, were
taken into custody without further incident, according to police.

With that many arrests, it would probably be 99.9 times easier to list those that end in death.

Wow. Over 12 million arrests each year. Even counting those arrested multiple times, that's a LOT.
