Bottom line, the law doesn't go into effect until the first of July, after the race has been run.

It is as much business as it is sport these days and if the sponsors want exposure at that event, and you can rest assured they do, the teams will run
Not to mention that there will be two Indycar races at the Speedway this May - a road course race on the infield track and the 500

Indianapolis is the crown jewel event of the calendar, and no race team is going to piss off their sponsors by not appearing...
